Elected representatives serve a two-year term, with no term limit. The number of voting representatives in the House is fixed by law at no more than 435, proportionally representing the population of the 50 states. Currently, there are five delegates representing the District of Columbia, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. In most states, major party candidates for each district are nominated in partisan primary elections, typically held in spring to late summer.

The Committee on Ethics has jurisdiction over the rules and statutes governing the conduct of members, officers and employees while performing their official duties. Soon after the Oct. 7 attacks by Hamas and the start of Israel's offensive in Gaza, leading Republicans, including presidential candidates, said the U.S. should not welcome Palestinian refugees, claiming that they are antisemitic and potential national security risks. In recent weeks, the documents show, senior officials across several federal U.S. agencies have discussed the practicality of different options to resettle Palestinians from Gaza who have immediate family members who are American citizens or permanent residents. The Biden administration is considering bringing certain Palestinians to the U.S. as refugees, a move that would offer a permanent safe haven to some of those fleeing war-torn Gaza, according to internal federal government documents obtained by CBS News. Greene ignored reporters' questions regarding her motion to vacate effort.

While some Palestinians could say they are fleeing repression by Hamas, others could identify the military and government of Israel, a top U.S. ally and recipient of American aid, as a persecutor. Over the past decade, the U.S. has resettled more than 400,000 refugees fleeing violence and war across the globe. In fiscal year 2023, the U.S. welcomed 56 Palestinian refugees, or 0.09% of the more than 60,000 refugees resettled during those 12 months, State Department statistics show. The Israeli government launched a military offensive and aerial bombardment of Gaza after Hamas staged an unprecedented attack across Israel on Oct. 7, killing roughly 1,200 people, most of them civilians.

Hamas militants also abducted more than 200 people, many of whom continue to be in captivity. Those who pass a series of eligibility, medical and security screenings would qualify to fly to the U.S. with refugee status, which offers beneficiaries permanent residency, resettlement benefits like housing assistance and a path to American citizenship. According to the LAPD, the rifle Rocco carried was a semiautomatic Ghost Gun, the department said in a statement.

The House’s standing committees have different legislative jurisdictions. Each considers bills and issues and recommends measures for consideration by the House. Committees also have oversight responsibilities to monitor agencies, programs, and activities within their jurisdictions, and in some cases in areas that cut across committee jurisdictions.

After the whips, the next ranking official in the House party's leadership is the party conference chair (styled as the Republican conference chair and Democratic caucus chair). States entitled to more than one representative are divided into single-member districts. This has been a federal statutory requirement since 1967 pursuant to the act titled An Act For the relief of Doctor Ricardo Vallejo Samala and to provide for congressional redistricting.[18] Before that law, general ticket representation was used by some states. As outlined in the Constitution, the House represents citizens based on district populations, while the Senate represents citizens on an equal state basis. This agreement was part of what is called The Great Compromise which, in turn, led to the Permanent Seat of Government Act establishing the nation’s federal capital in Washington, DC.

Cabinet officers and other officials are frequently summoned before the committees to explain policy. The Constitution (Article I, section 6) prohibits members of Congress from holding offices in the executive branch of government—a chief distinction between parliamentary and congressional forms of government. To regain control of the House, Democrats needed a pick-up of 15 seats. According to original analysis by Ballotpedia, only 26 congressional districts were predicted to be competitive in 2014. The House also has one permanent committee that is not a standing committee, the Permanent Select Committee on Intelligence, and occasionally may establish temporary or advisory committees, such as the Select Committee on Energy Independence and Global Warming.

House members are elected for two-year terms from single-member districts of approximately equal population. The constitutional requirements for eligibility for membership of the House of Representatives are a minimum age of 25 years, U.S. citizenship for at least seven years, and residency of the state from which the member is elected, though he need not reside in the constituency that he represents. In the instance when the presidency and both Houses of Congress are controlled by one party, the speaker normally takes a low profile and defers to the president. For that situation the House minority leader can play the role of a de facto "leader of the opposition", often more so than the Senate minority leader, due to the more partisan nature of the House and the greater role of leadership.

After the standoff, police were able to clear the home and confirmed that two people were inside. Police also gave residents the all-clear about three hours after telling them to "steer clear of the area." The chaplain leads the House in prayer at the opening of the day. The sergeant at arms is the House's chief law enforcement officer and maintains order and security on House premises. Finally, routine police work is handled by the United States Capitol Police, which is supervised by the Capitol Police Board, a body to which the sergeant at arms belongs, and chairs in even-numbered years.

Rep. Ralph Norman of South Carolina said he has not heard of any movement on her motion vacate effort. Johnson reacted to the Democrats' statement Tuesday morning, denying that he cut a deal with the Democrats to save his job. “At Martin Luther King’s alma mater, we have a moral responsibility to speak up against injustices, and our students are being violently repressed and attacked for doing so. And I’m scared of what it’s going to mean for our students,” political science professor Andrew Douglas said. It was formed in 2018; works with over 70 federal, state and local agencies; has 11 offices between North and South Carolina; and has apprehended over 8,900 fugitives. North Carolina Bishop Rev. Connie Shelton offered comfort in the immediate aftermath of the shootings, which occurred about 20 minutes from the convention center where the United Methodist Church General Conference is gathering.
